EU Parliamentary Project publishes evaluation of National Energy Efficiency Action Plans

The Energy Efficiency Watch (EEW) Project, of which EuroACE is a Key-Supporting Partner, has published the initial results of a scientific evaluation of the EU's National Energy Efficiency Action Plans (NEEAPs). By identifying best practice in the 27 NEEAPs, the project partners are aiming to support Member States to improve energy efficiency measures across the board in the next round of NEEAPs due in 2011.

MEPs Mechtild Rothe, Claude Turmes and Fiona Hall, hailing from a broad political spectrum, "are convinced that the results of the EEW will contribute significantly to raising awareness of energy efficiency, enhancing a mutual learning process among EU member states and helping Europe to reach its 2020 targets."

Energy Efficiency Watch
In September 2007, following a call from MEPs from across the political spectrum, the EEW project was officially launched. The project, coordinated by the European Forum for Renewable Energy Sources (EUFORES), monitors and highlights good practice of political and legislative measures, instruments and activities in the field of energy efficiency. Over the next year, the EEW will disseminate the results of the scientific study and offer advice on the drafting and implementation of the NEEAPs to legislators. The EEW project is supported by Parliamentarians, the European Commission as well as by various NGOs and industry associations.

NEEAPs
A first round of NEEAPs were required to be submitted by Member States by June 2007 under the Energy End-use and Energy Services Directive (ESD - 2006/32/EC). This Directive aims to improve energy efficiency through the entire supply chain, ending with energy sold to the final user. It covers the residential, tertiary, industry and transport sectors. It specifically requires Member States to achieve energy savings of 1% per year over nine years (2008-2017). Measures to reach these savings are outlined in the individual NEEAPs which are reviewed every three years. The next round of NEEAPs is due by June 2011.
