The Energy End-use Efficiency and Energy Services Directive (ESD) requires EU Member States to submit their first national energy efficiency action plans (NEEAPs) to the European Commission by 30 June 2007. These plans are to outline how Member States are to achieve the nine per cent energy savings target laid out in the ESD by 2016.

Recognising the large savings potential in buildings there is an urgent need for a template focusing on the sector. Therefore, EuroACE have developed a proposal for a template for the buildings sector part of the NEEAPs to inspire and offer input to Member States, but also to the Commission in its desired objective of receiving consistent reports on Member States’ energy efficiency activities.

The aim of the proposal has been to develop a template for the building sector that can be used to keep track of the impact of measures required under the ESD – and, given the sectoral focus, the Energy Performance of Buildings Directive (EPBD).

The diagram below illustrates the broader context in which the proposal is placed. Much of this template’s development may be informative to the other sectoral components as well.

The approach used to develop the template has been to review existing NEEAPs as well as best practice guidelines for reporting with the aim to identify elements and structure of a good template.

In dialogue with a wide variety of stakeholders, and in particular national officials responsible for NEEAPs, the relative importance and difficulty in reporting on different indicators was identified and these findings incorporated into the template. Stakeholders also identified diverse existing programmes and policies which were used in the report to illustrate the template’s use.
The key learning points from the development of the template were that:

  • NEEAPs must not lose sight of energy saving targets beyond the nine years covered by the ESD, in particular the 20% energy saving by 2020 outlined in the European Action Plan for Energy Efficiency
  • To be efficient the NEEAPs must include a wide variety of policies and programmes targeting different sub-sectors – the template needs to be sufficiently flexible to accommodate this
  • Many aspects of the template are easily transferable to other sectors

It is clear and encouraged that the template can be refined over time using further feedback from national officials and responses from DG TREN to the NEEAPs – in this way improving the reporting in subsequent NEEAPs required in June 2011 and June 2014.
